The story revolves around Wyoming in 1890. James April, the sheriff of Johnson County, is in a state predominantly inhabited by foreign immigrants. Wealthy cattle owners harass and obstruct the expansion of immigrant farmers' lands, prompting the Wyoming Stock Growers Association and the Wyoming Breeders' Association to effectively declare war on them, thereby gaining the favor of the state government. They collect an armed militia to hire and, with the support of the United States cavalry, prepare to liberate themselves from the immigrant situation. Although James April's heart is with the immigrants, he is uncertain about their chances of winning the inevitable war.
